Wikipedia confirms that, as of the 1914-1918 War, HMS President was a Royal Navy shore based establishment (a "Stone Frigate") based on the northern bank of the River Thames near Tower Bridge. HMS President II, where Charles John Humberstone served, "......was [an] accounting base, based at times at Chatham, Crystal Palace, Chingford and Shrewsbury, and extant between 1916 and at least 1947."
