Joseph signed up as James Peters. I can't find out why. James Peters didn't fight in WW1. He worked at Devonport docks, he had lost some fingers in 1910 in a workplace accident which is maybe why he didn't fight. Though he was able to continue his employment. It seems Joseph "borrowed" James papers/name to sign up.
