Norford's low service number, 293, and the history of the battalion suggest he was probably a member when it was still 11th Volunteer Battalion, King's Royal Rifle Corps. From 1903 its Drill Hall was at Sun Street, Finsbury Square. In 1908, the Haldane Reforms led to the creation of the Territorial Force, and the battalion became 7th (City of London) Battalion, London Regiment. The exact date the reforms became effective varied from unit to unit, but as 343 Private Charles J Axford attested under the new terms of service on 30 June 1908, it seems likely that that is when the change happened for this battalion. Soldier's Died in the Great War (and Axford's service record) suggest this took place at the Drill Hall, 24 Sun Street, EC.
