The War Propaganda Bureau, more usually referred to as Wellington House (http://www.iwm.org.uk/history/how-the-british-government-sponsored-the-arts-in-the-first-world-war) was a secret British government propaganda department. On 2 September 1914, Charles Masterman MP, head of Wellington House, held a meeting with famous authors and poets to explain the role of the Bureau, encourage them to support the war effort and to work for the Bureau. All who attended agreed to keep the conversation and the existance of the Bureau confidential. In 1917, Wellington House merged with the newly-established Department of Information run by John Buchan. They recruited and sponsored artists to produce eyewitness images to encourage patriotism and also to illustrate propaganda publications. In 1918, the Department became the Ministry of Information. In February 1918, Lord Beaverbrook was appointed Minister of Information, with responsibility for propaganda in allied and neutral countries. Lord Northcliffe became Director of Propaganda with responsibility for propaganda in enemy countries.
